Apollo Solutions Group is led by Alex Banks (Director / LEED AP) and David Meals (Project Development Manager / CEM).  They are supported by a team of experts covering all aspects of performance consulting including technical energy analysis, engineering design, construction management, construction, training, and post-contract monitoring.

Alex Banks, Director / LEED AP

Alex BanksAlex Banks has over 17 years of experience in large scale energy project financing, design, and implementation.  He has financed and developed numerous multi-million dollar projects that resulted in tremendous positive benefit for the client.  Alex combines his financial, technical, and industry specific expertise to gain a clear understanding of the client's objectives, challenges and criteria in order to craft a project around the client's desired improvement measures, financial structure and performance. 

Alex has worked diligently to successfully maximize grant and incentive funds to improve a project’s financial performance for the client.  As an example, Alex and his team obtained a $2,000,000 American Recovery and Reinvestment Act package and $900,000 in BPA incentives, totaling $2.9M in funding toward a $7.5M package of improvements for a major healthcare provider in Eastern Washington. 

With a passion for improving client’s triple bottom line, Alex and his team continually leverage their vast industry experience by enhancing the client’s financial, social, and environmental performance.
Alex is a LEED accredited professional, and holds a Bachelor of Science in Mechanical Engineering and a Masters in Business Administration (MBA).

David Meals, Project Development Manager & Lead PDE

David MealsDavid Meals has over 35 years of industry practice as an energy engineer in the field of energy conservation and management and is one of the industry’s leading experts with a proven track record in improving the energy efficiency and operations of facilities. David's extensive career experience ranges from serving as a Mechanical Design engineer with various consulting engineering firms to performing as a control sales engineer for several national leading automation & control companies to working as an account executive and project development engineer with energy services companies (ESCO's).

David holds various certifications in energy management. He is a highly skilled HVAC and control engineer with significant experience in leading and training project development engineers in the practical science of energy engineering. David has extensive hands on experience with creative problem solving and is skilled at gap analysis and analytical justification for result oriented value based solutions. David's extensive project experience has taken him all over the country working in facilities on behalf of clients for education, health care, federal, state and local government facilities as well as commercial, industrial, nuclear and scientific research sites.

Wayne Duggan, Service General Manager

Wayne DugganWayne Duggan brings a wealth of experience to the HVAC industry. During his 22 year tenure at a Fortune 100 company, Wayne has been involved in the development, implementation and management of a wide spectrum of service strategies throughout diverse commercial and industrial settings. These strategies center on asset management, green technologies, building life cycle and comfort-- strategies designed to create healthier, more efficient, and more environmentally friendly buildings.

While working on a 26 building campus, hot and cold calls were reduced by 80% in four months and chemical exposure to employees and general public was decreased by 25%. HVAC maintenance costs were cut by over $100,000 annually. Employing a service strategy that ensured all HVAC equipment operated at design efficiency further reduced operational costs by over $500,000 annually.

Wayne has authored and co-authored several articles and case studies pertaining to reduction of operational cost and increased efficiencies for HVAC systems utilizing green technologies and predictive diagnostics to identify the root cause of problems. Frank Gustafson, P.E. | LEED AP, Project Manager

Frank GustafsonFrank Gustafson joined Apollo in 2009 bringing a diverse background including detailed mechanical design and construction experience as well as senior level general contractor and construction management experience.     

Prior to joining Apollo, Frank had recently completed a series of major healthcare projects functioning as the senior project manager in a general contractor and construction management role.  Some of these projects included a 60 million dollar expansion to the Kadlec Medical Center in Richland, WA while working for a regional general contractor and construction management firm. 

 Frank also served as the MEP Project Manager overseeing the mechanical and electrical construction o the Rocky Mountain National Institute of Health/Center for Disease Control, Biological Safety Level 4 Laboratory in an international general contractor and construction management role as well as specific expertise in mechanical systems. 

Frank’s current responsibilities for Apollo Solutions Group include oversight of Apollo’s operations in the Spokane Division through business development, oversight of in-house construction labor and division operations as well  as specific project management duties including estimating, preparation and execution of procurement documents and contracts for both design and construction teams, development and tracking of project and division budgets, and preparation and tracking resource-loaded project schedules.

Frank has a degree in engineering from the Montana College of Mineral Science and is a registered professional engineer in the state of Washington.

Tanya M. Lamb, Marketing and Grants Manager

Tanya LambTanya Lamb began her career in the A/E/C industry in 2003 and has continually added to her industry knowledge by becoming involved in various organizations and task forces related to engineering, building and real estate development.  Tanya is enjoying the opportunity to work in the energy services consulting industry and is currently working on her LEED certification.

Previously, Tanya worked in marketing for companies such as The Council for Quality Growth, and Development Consultants Group in Atlanta, Georgia.  Tanya brings knowledge of recruiting, marketing, web development communications, public relations, grant writing and research as well as strategic development to the team.
Tanya holds a Bachelor of Arts from the University of Oregon and is a member of the National Association of Professional Women, and the Society for Marketing Professional Services.

David s. Bell, Senior Account Executive

David BellDavid Bell has more than 15 years’ experience in the Public Sector marketplace, creating dynamic teams and overseeing the execution of large scale energy projects.  He is a proven team builder known for establishing key partnerships in the world of energy services contracting.  David works closely with clients and manages all team members, consultants, and contractors charged with development and timely construction.  David is a proficient consultant during preliminary assessments and works to strengthen clients’ cash-flow through design, engineering, and implementation.   He places a priority on developing complete scopes of work as early as possible, and delivering projects both on-time - and at, or under, budget.

David is also a central figure in the development of the energy consumption guarantees inherent to the energy services industry.  This oversight ensures that Apollo’s clients are provided with the proper degree of security and risk aversion.  David’s team is effective in maximizing opportunities to offset capital costs by managing applications for grant dollars.

His teams have pioneered innovative software solutions, empowering facility executives charged with governing complex environments and providing them with heightened levels of oversight and management capability.  With a track record of more than 7 years in the ever-evolving green technology industry, David has overseen projects combining infrastructure retrofits with various renewable energy applications.  Collectively, David’s projects have been responsible for creating substantial positive impacts on the environment equivalent to the removal of more than 5,500 automobiles from the roads, the planting of more than 10,700 acres of trees, and the removal of more than 49.5 million pounds of CO2 from the air – all annually.

David has been instrumental in the success of several multimillion dollar projects in the Portland area; Phase 1 and Phase 2 of Clackamas County’s Red Soils Campus, Phase 2 and Phase 3 of Clark County’s Infrastructure Renewal Project, and the City of Portland’s East Precinct Sustainability Project to name a few.  He was an executive member within the teams responsible for acquiring of LEED points from the United States Green Building Council, commonly achieving Silver and Gold ratings.  David holds a BS in Journalism from the University of Oregon.

Anthony Sclafani, P.E. | Project Development Engineer

David BellAnthony is nearing 10 years of experience in developing energy solutions for existing buildings.  He has worked on energy solutions projects in Oregon, Washington, California, Nevada, Arizona, New Mexico, Texas, Alabama, Illinois, Wisconsin, Missouri, Ohio, Pennsylvania, Massachusetts, and Hawaii.  He has been directly responsible for the engineering of projects that have ranged in value from $1,000,000 to $34,000,000.

Anthony applies advanced energy and financial modeling techniques to package technical solutions into a valuable portfolio of energy efficiency investments for his customers.  He works with customers and utility representatives to secure alternative funding and develop performance guarantees for each project portfolio.

Anthony is a registered professional engineer, AEE Certified Energy Auditor, and holds bachelor's and master's degrees in mechanical engineering.  He has published a number of technical articles with AEE and ASME discussing energy efficiency and renewable energy.

Tim Christensen, Project Manager

David BellTim Christensen has over 30 years of experience in managing large scale mechanical projects.  Among his noteworthy projects are the design and construction of Portland State University’s School of Urban Development and the Distance Learning Center which was Oregon’s largest energy savings based project in 2000.  Tim was also the senior project manager for the mechanical portion during the construction of four K-9 schools for the Battle Ground (WA) school district, and the 11 story Oregon Health & Science University Bioresearch facility which garnered LEED Silver ratings, as well as the Senior Project Manager for the construction of OHSU’s Primate Research Center.
Tim’s current responsibilities for the Apollo Solutions Group include management of projects in Western Oregon and Western Washington. Tim is also responsible for the development of labor management tools assisting in job costing.  Tim is trained as a Productivity Expert through the University of Wisconsin’s School of Civil & Environmental Engineering Construction Labor Productivity Management class and was associated with Dr. Awad Hanna’s productivity study for SMACNA.
Tim earned a bachelor’s degree in education from Western Oregon University.

Nicholas Alderson, P.E. | LEED AP
Project Development Engineer

Alex BanksWith over five years in the industry, Nick Alderson uses his hands on experience, and extensive training to conduct comprehensive facility and campus audits.  His HVAC system design and commissioning experience help him develop and analyze practical facility

improvement measures to save schools, hospitals and government facilities thousands of dollars on their energy costs. 

Prior to joining Apollo, Nick specialized in designing facility retrofits—optimizing comfort and control—while minimizing installation and operating costs.  His diverse experience includes commercial, industrial, education, health care, and government facilities. 

He is a licensed Professional Engineer, and a LEED Accredited Professional.  He holds a B.S. in Mechanical Engineering from California Polytechnic State University, San Luis Obispo.
